Is it Flight or Hover? I assume Hover since I don't see anything that would be a pre-requisite for Flight.
Lets see... I see you skipped melee powers, so I assume getting more at this point would be counter-intuitive for your character. You have either pool powers, Short Circuit, Tesla Cage, or Conserve Power to chose from.
Short Circuit, which is a point blank Area effect attack is good for draining endurance on enemies. But if draining endurance of your enemies (works best on Lts and Bosses) is not your cup of tea, then you should skip it. At later levels it becomes more and more useful, but at this point, it may not be the best choice.
Tesla Cage, recall that electical ball that can hold you in place which Clocks and Shockers cast? This is it. If you want to be able to "lock-down" an enemy for about 10 seconds this is a good power. It can be enhanced to increase the hold duration as well accuracy.
Conserve Power, cuts your endurance usage down on all powers. The draw back with it is that it takes 10 minutes to recharge unless you stock it with recharge reducers which at most, makes it available every 3 mintes and 20 seconds. Good for a fight you know will last long. Festus has this and can detail it better than I can.
Pool Powers. You have your travel power and have been avoiding melee attacks in your secondary so I doubt you would be interested in melee attacks from the pools. The Stealth pool may be good for you to look at for a couple reasons: When you super jump, you can easily land in the middle of a group of villains and get killed (I've had this happend before). With Stealth, you decrease that chance as well as open the possibility of taking Invisibility and later Phase Shift (no one can touch you then). Another would be to start taking powers that lead to Stamina. If you find you run out of Endurance in a fight Stamina will keep you going longer as well as reduce down-time between fights. However, you have to take 2 powers before it: any combo of Hurdle(increases jump height), swift(increases your foot speed and jumping speed), or Health(increases health regen). The next power set would be from the Speed line and getting Hasten. Hasten will allow you to attack faster for about 2 minutes. While the recharge is long it can be brought down to about 20 seconds by 6 slotting recharge reducers.
Your starting to get into areas where Stealth is of greater value. Later getting Conserve power and certainly getting Voltic sentinal at 26 (it is your 'pet'). I would also opt for getting hasten at some point and, becuase I am an endurance junkie, Stamina (with swift and health as the pre-requisite powers). Personally, I would either opt for Stealth or Tesla Cage.

Conserve Power is very useful, especially if you have a tendency to suck up your endurance when up against multiple foes.
I have mine upgraded with two slots to speed up its recharge, and I generally have to wait about 3-4 minutes for it to be available again. I use it when I see my opponents are great in number, or significantly higher than me in level.
For those reasons its handy.
